Zusammenfassung

Le réseau européen sur l’insertion des jeunes (Transition in Youth Network) a pour objectif de faire avancer les connaissances théoriques et empiriques sur l’insertion des jeunes en Europe et dans le monde. Le dix-septième Workshop en septembre 2009 sera organisé à l’Université de Bourgogne et plus précisément à l'IREDU (UMR 5225) sur le thème de différents risques auxquels doivent faire face les jeunes sur le marché du travail. Les questions de flexibilité, de précarité et de mauvaises adéquations entre formation et emploi seront centrales, même si d'autres thèmatiques peuvent être proposées. The 17th annual workshop of the European Research Network on Transitions in Youth will take place in Dijon (France) on 17-19 of September 2009.

Although the Network welcomes contributions on all aspects of the transition from youth to adulthood, and particularly the transition from education to labour market, the theme for this year’s workshop is:

Insecurity, precarity and educational mismatch in the youth labour market

In many countries, young people, especially young labour market entrants, are the group most vulnerable to the negative effects of recent economic events. Increasingly, they find themselves entering a slackening labour market characterized by massive lay-offs. Their educational qualifications may give them a relative advantage vis-à-vis other groups hit by the economic crisis. Nevertheless, they must also cope with the effects of enterprises restructuring, restrictions on hiring, and employer demands for increasing flexibility. This flexibility can take different forms: the employment contract offered to young people, the nature of the jobs they obtain which are often not commensurate with their level of education or their skills, the level of pay, part-time work, and so on.

Countries have differed in their policy responses. Some countries have implemented some form of income guarantee, put into place education and training programmes, introduced special labour market programmes for those in difficulties or developed a more inclusive system of guidance. Other countries have opted for placing greater emphasis on initial education as an answer to the difficulties young people experience in the transition to work by better adapting educational programmes to the needs of the labour market or, more specifically, to recent (technological) developments. Still other countries rely on other social structures, like the family, to facilitate adaptation to this enhanced flexibility.

Will the impact of the employment crisis translate itself into a marked change in the educational behaviour of young people? Can one expect young people to abandon full-time education, knowing that qualifications may have less value on the labour market? Or will they instead prolong their time in the educational system, preferring to be over-educated instead of competing for scarce positions on the labour market? Will the crisis lead to increasing difficulties for young people to acquire firm-specific and job-specific human capital (for example via apprenticeship training or an internship)?

We would welcome papers addressing some or all of these issues. In particular, the following topics are of particular interest:

  • What impact has changing economic conditions had on young people’s educational and labour market behaviour?
  • Which groups of young people are most vulnerable in the context of insecurity and precarity?
  • What kinds of measures have been put in place to facilitate young people’s transition into employment? How effective have they been?

As on former occasions, the Network Committee does not regard the list of suggested themes as a complete, let alone exclusive, list of topics to be addressed during the workshop. On the contrary, the Network Committee welcomes contributions on all aspects of the transition from youth to adulthood or the transition from education to the labour market.

Anyone who wishes to present a paper at the workshop should send a one-page abstract by post, fax or e-mail to the address indicated below by April 24th, 2009. As usual, the abstracts will be selected by the members of the Network Committee on the criteria of their quality and relevance to the theme of the workshop. Authors will be notified of the acceptance (or not) of their paper around May 15th at the latest.

The conference fee is set at €500 and includes 4 nights of accommodation (single room), lunches and social events. Since only a limited number of places will be available, anyone who wishes to attend the conference without presenting a paper should notify the conference organisers as soon as possible. Please note also that for logistic reasons participants should register (and pay the conference fee) preferably before May 31st, 2009 to be guaranteed accommodation organized by the workshop secretariat. For papers to be made available in advance to workshop participants, finalised (electronic) versions should reach the local organisers at the very latest by August 31st, 2009.
