Résumé

Ce colloque réunit des chercheurs américains et européens pour réfléchir aux dispositifs électoraux, institutionnels, sociaux et politiques de l’Amérique contemporaine. Il s’agit moins, au lendemain des élections législatives du 2 novembre 2010, de procéder à un bilan à mi-mandat que de réfléchir aux dynamiques structurelles qui ont facilité l’élection de Barack Obama en 2008 mais entravent aujourd'hui son action.

We may live in the age of Obama, but it's still Bush's world” concluait récemment l’historien Julian Zelizer dans une tribune pour le Washington Post. Les propos résument avec justesse la problématique de ce colloque : comment analyser le travail d’une administration à l’intérieur de profondes structures économiques, sociales, politiques et culturelles ? A l’opposé d’une histoire présidentielle, trop fascinée par le volontarisme politique et l’action de l’hôte de La Maison-Blanche, le colloque se propose de réinsérer les deux premières années de la présidence de Barack Obama dans le temps long de la démocratie américaine.

Dans cette optique, le colloque réunira des chercheurs américains et européens pour réfléchir aux dispositifs électoraux, institutionnels, sociaux et politiques de l’Amérique contemporaine. Il s’agit moins, au lendemain des élections législatives du 2 novembre 2010, de procéder à un bilan à mi-mandat que de réfléchir aux dynamiques structurelles qui ont facilité l’élection de Barack Obama en 2008 mais entravent aujourd'hui son action.

Ce colloque fait écho à celui d'octobre 2009 où l'accent avait été mis sur la construction d'un nouvel ordre politique politique progressiste à la suite de l'élection de Barack Obama. Une législature plus tard, le colloque de janvier 2011 permettra à plusieurs intervenants de revenir sur leurs modèles. 

We may live in the age of Obama, but it's still Bush's world”, historian Julian Zelizer remarked in a recent opinion piece in the Washington Post. This assertion aptly summarizes the questioning of this conference: how to analyze the workings of an administration within the constraining framework of economic, social, cultural, institutional structures? Attempting to move away from a presidential history which is often fascinated by executive activism, the conference aims at reinserting the first two years of the Obama Administration in a broader and more extensive historical context.

American and European scholars of the United States will meet to discuss elections and institutions, social issues and political developments in the two years since the inauguration of President Obama.  The conference will indeed draw a mid-term evaluation of Obama's presidency but more to the point the focus will be on the structural dynamics which made the election of Barack Obama possible but today hamper his action.

This is a sequel to a conference which was held in Lyon in October of 2009 when the participants had analyzed the new progressive political order which the 2008 election announced. Two years later, many of the same authors return to discuss the mode of construction of the new political order.
