Resumo
Cette journée d’étude organisée par la faculté de droit de l’université de Sarajevo et l’Institut de recherche sur les crimes contre l'humanité et le droit international de Bosnie-Herzégovine, avec la participation de membres chercheurs du Centre de recherche sur les droits de l’homme et le droit humanitaire (CRDH) de l’université Paris II Panthéon-Assas en France. L’objectif principal est d’étudier la mise en œuvre par la Bosnie-Herzégovine de la Convention du Conseil de l’Europe sur la prévention et la lutte contre la violence à l'égard des femmes et la violence domestique (ci-après dénommée la Convention d’Istanbul), à travers une recherche collective, interdisciplinaire, réunissant des chercheurs confirmés et juniors, nationaux et internationaux, ainsi que des acteurs de terrain.

Argument
On the landmark date of 8 March 2013, Bosnia and Herzegovina signed the Istanbul Convention. It then entered into force on 1 August 2014. The Istanbul Convention is a human rights convention designed to strengthen the obligations of States parties to combat gender violence.
Five years from its entry into force and in view of the forthcoming evaluation procedure by the Group of Experts on Combating Violence against Women and Domestic Violence (hereinafter GREVIO) that is responsible for monitoring the successful implementation by States Parties of the Convention and will start in September 2019, this workshop aims to bring together senior junior, national and international researchers from a variety of disciplines (legal, political, social sciences, etc.), as well as field actors (public services, non-governmental organizations, local associations, etc.), around the implementation of both the material and procedural obligations of the Istanbul Convention by Bosnia and Herzegovina.
The proposals for papers will be based on one of the following axes.
Axis 1: Global perspective - Integration of the Istanbul Convention in Bosnia and Herzegovina
After a reminder of the foundations and objectives of the Istanbul Convention, it will first be necessary to clarify the context surrounding its adoption by Bosnia and Herzegovina. Secondly, it will be a question of drawing up an overview of the situation of violence against women in Bosnia and Herzegovina (prevalence, typology, causes, etc.) and drawing up an assessment of the implementation of the Convention, based on the triptych of obligations to combat violence against women: preventing violence; protecting victims; prosecuting the perpetrators, through a range of instruments and tools: criminal and/or social policy, action plans, awareness plans, funding, partnerships with the Council of Europe and other international organizations etc.
Axis 2: Cross-fertilization - Implementation of the Convention in the light of experience in dealing with sexual violence during the Yugoslav conflict
The conduct of research on gender violence in Bosnia and Herzegovina necessarily leads to an examination of the specific historical context of the State. While identifying and assessing the measures implemented by Bosnia and Herzegovina around prevention, protection and repression in the fight against gender violence it will be necessary to answer the following question in a holistic manner. Given the history of Bosnia and Herzegovina, linked to the conflict in the former Yugoslavia, and its experience in dealing with more than 20,000 cases of sexual violence in the post-conflict phase, does
the implementation of the Istanbul Convention have certain specificities or originalities compared to the practices of other States Parties? If so, which ones, with what advantages and limitations?
The answer to this underlying question of the research conducted implies an extensive and critical presentation of the measures and mechanisms dedicated to the treatment of sexual violence during the conflict as well as the methodologies that have been established for this purpose.
Axis 3: Comparative perspective – Bosnian and Herzegovinian experience of implementation and implementation experiences of other State Parties to the Istanbul Convention.
Finally, can Bosnia and Herzegovina's experience in implementing the Istanbul Convention serve as a reference point for other States Parties with a common history with Bosnia and Herzegovina, and more broadly for all States Parties to the Istanbul Convention? Can experiences of other State Parties in Istanbul Convention implementation serve as a reference point for Bosnia and Herzegovina?
The papers presented during the study day will be subject to publication subsequently.

This call for papers is open to both senior and junior researchers (doctoral students, post-doctoral fellows, etc.) and field actors (IO members, NGOs, etc.).
The proposals for communication should not exceed 3000 characters including bibliographical references.
They will be accompanied by a brief CV of the author.
