  Contested Hybrid Democracy: Endorsing or Revisiting the Liberal Model in non-Western Countries

  IPSA Istanbul 2016

  Democracy has become a worldwide reference in terms of political organization and governance. While the universal character claimed by such a model has largely been theorized from a Western point of view, the variety of uses and appropriations from non-Western countries, including emerging States, remains unexamined. Disappointed with the results brought by the transition paradigm, the hybrid regimes literature tends to assess the unequal reception of the democratic model in non-Western countries. Nevertheless, the hybrid regimes analytical frame does not exhaust the question of the inner workings of these regimes, since its scientific referential remains based on Western theories and focuses on the uncompleted democratization processes and dynamics. This panel aims at switching the analytical frame towards the reception of the democratic model in non-Western countries through an assessment of uses and reappropriations of this model by political and social actors. Non-Western countries represent an interesting reflection ground for testing appropriation-reject dialectics regarding the Western democratic model. While this model directly inspires some of these countries (India, South Africa or Turkey), it has been rejected by other countries (China and Russia). Are there emerging models of democracy or counter-democracy models in non-Western countries ? We shall address these questions related to the unequal reception of the democratic model in non-Western countries.

  Séminaire du programme « Next » | projet « Mutations et défis africains »

  Ce séminaire est consacré à la compréhension de situations autoritaires, à différentes échelles (nationale, régionale, locale) en divers lieux (périmètre de projets, entreprises, camps, etc.). L’enjeu est de discuter des manières dont se définissent, se maintiennent et se transforment des rapports de pouvoir (violence, coercition, négociation, résistance) entre une diversité d’acteurs sociaux, politiques, institutionnels, depuis la maîtrise éventuelle de territoires. Nous nous demanderons comment ces acteurs investissent les espaces sociaux qu’ils occupent ; comment la règle du jeu social se crée, s’impose ou se négocie dans un contexte de pluralité de normes et finalement, quel rapport au politique peut-y être lu.

  Borders, walls and violence

  Costs and Alternatives to Border Fencing

  More border walls and border fences are being built every year all across the world. Bulgaria, Greece, Turkey, Morocco, and Tunisia are among the latest to announce yet another border fence. Twenty-five years ago it was believed that the fall of the Berlin Wall and the reconfiguration of international relations would open an age of globalization in which States would become obsolete, ushering in a world without borders. In the wake of 9/11, however, borders came back in light, new borders were created and new border walls erected. In the wake of the Arab Spring, came even more border barriers and walls, symbols that were thought to have disappeared with the collapse of the bipolar international system. Today, they reinforce borderlines the world over, transforming both soft and semi-permeable borders alike into sealed, exclusionary hard borders. Walls are symbols of identity reaffirmation, markers of State sovereignty, instruments of dissociation, locus of a growing violence.

  Médiateurs sans frontières : les autorités morales face aux situations de crise sociopolitique en Afrique

  Cette journée d'étude se propose d'améliorer les connaissances sur le rôle des « autorités morales » dans les dynamiques de prévention et de résolution des conflits en Afrique. Au cours des années 90, de nombreux gouvernements africains ont annoncé leur intention de « libéraliser » leur régime, répondant aux sirènes de la « good governance » incitée par les bailleurs de fonds. Ce faisant, ils ont partiellement ouvert des espaces de contestation du pouvoir qui, dès lors, a dû et doit encore chercher les moyens de sa (re)légitimation. Sans pour autant répondre pleinement aux aspirations démocratiques, de nombreux États ont vu émerger ou se réaffirmer des « autorités morales » se proclamant « apolitiques », et qui tâchent de tirer des rentes symboliques et matérielles de leur implication dans la prévention ou la résolution des crises sociopolitiques à l'échelle nationale, voire régionale.

  Fung Global Fellows Program “International Society: Institutions and Actors in Global Governance”

  Princeton University is pleased to announce the call for applications to the Fung Global Fellows Program at the Princeton Institute for International and Regional Studies (PIIRS).  Each year the program selects six scholars from around the world to be in residence at Princeton for an academic year and to engage in research and discussion around a common theme. During the academic year 2016/17, the theme for the Fung Global Fellows Program will be “International Society: Institutions and Actors in Global Governance.” The growth of international organizations and transnational actors has brought about the emergence of a dense international society above the nation-state. Under what circumstances do new international organizations or transnational associations emerge, and when do they expand in their membership and jurisdiction? Does international society function as a constraint on states? How do states and societal actors navigate the complex and overlapping jurisdictions of international organizations? In what ways do international organizations and associations function as distinct cultures or as bureaucracies with their own interests?

  La notion de « communs » a connu ces dernières années un regain d'intérêt, en même temps que se développent des initiatives visant à générer, gérer et partager des ressources et à répondre aux aspirations de collectifs souvent issus de l'économie collaborative, du numérique et de l'écologie : jardins partagés, habitat participatif, cartographie et semences libres, tiers lieux, fablab, monnaies locales, communautés de défense du patrimoine (écologique, culturel ou industriel), mobilités ou énergie partagées, sciences et contenus éducatifs ouverts, échanges de savoirs, etc.
