    Who is a Refugee?

    Concepts of Exile, Refuge, and Asylum, c. 1750–1850

    The Convention Relating to the Status of Refugees, signed at Geneva on 28 July 1951, defined who is eligible for and what constitutes asylum for refugees under international law. Its universal expansion in 1967 remains the cornerstone for today’s global refugee regime, which has shaped the legal definition of the refugee and rights to asylum for over fifty years. Well before the second half of the twentieth century, however, the term refugee and related concepts were used, debated, shaped and mobilized by a variety of historical actors and state authorities in different regions of the world. And despite being inscribed in international law, refugee status and asylum remain contested and politicized, and continue to apply unevenly to people fleeing violence and oppression. This workshop seeks to build upon the emerging field of refugee history by focusing on the transition and overlap between early modern and modern periods.

    Captives, recruited, migrants: Empires and labor mobilization

    From XVIIth century to present days

    This workshop starts from the hypothesis that warfare and labor are strongly connected in Empire building and their evolution, to begin with war captives in early modern Europe, Asia, Africa and the Americas and to continue with the various forms of recruitment in land and maritime empires in all those areas. Captives as well as local peasants were soldiers, seamen, and colonists at the same time. Forms of forced recruitment were still important in the XIXth century (the press system in Britain and its variations in the Empire, recruitments in Russia) and continued in the XXth century, in Europe during the wars, outside of Europe during and after colonization and decolonization up through nowadays children soldiers.

    The Ganden Phrodang Army and Buddhist

    TibArmy symposium

    A number of publications have addressed the question of the coexistence of Buddhism and violence, ultimately concluding that there is no paradox between the two. In various cultural and historical contexts in Asia, the presence of Buddhism as the state religion has often involved the recourse to violence and the maintenance of an army as a necessity of government. Likewise, the policies of Buddhist rulers have repeatedly invoked religious reasons to justify military activities aimed at defending the Dharma. We invite research contributions based on primary sources illustrating the role of the Tibetan Army vis-à-vis different aspects of the Buddhist religion during the historical period of the Ganden Phodrang.

    Aspects of loyalty, patronage and social flexibility in times of crisis: Aristocratic survival

    En dépit du foisonnement historiographique concernant les noblesses européennes des époques moderne et contemporaine, l’étude de leur adaptation aux périodes de crises (politiques, religieuses, militaires et/ou économiques) offre encore des perspectives de recherche, en particulier en ce qui concerne la complexe articulation entre, d’une part, leurs stratégies d’adaptation aux obstacles qu’elles rencontrent alors et, d’autre part, l’affirmation de valeurs intangibles et intemporelles sur lesquelles se cristallise l’identité du groupe. A travers les notions de patronage, de loyauté dynastique ou d’appartenance nationale et confessionnelle, l’idée est donc de questionner l’identité aristocratique dans ses discours, ses représentations et ses pratiques, telle qu’elle est remise en jeu lors de périodes de bouleversements majeurs, en en soulignant la diversité, les mutations et les persistances.

    Other Voices. Resilience, Identities and Politicization of Local Agents and the unfolding of the Modern State (17th-19th Centuries)

    This international conference wants to reflect on the interaction between local agents and the institutional State Building policies between the 17th and the 19th Centuries. The construction of the Modern State, far from being a top-down vertical process, has consisted of a debate, often tense - if not adverse - between the interests of local communities and the State apparatus or raison d'état. In this way, the aim is to achieve a much more complete knowledge of the construction of the Modern State based on the study of the local sphere. The conference presented here is undoubtedly boldly conceived: to bring together marginal orisolated aspects and intertwine them to revisit specific historiographical hypotheses.
