    Crossed perspectives on the new wave of coups d’état in French-speaking black Africa

    Since 2012, putsch in French-speaking black Africa have reasserted themselves as an essential paradigm for the analysis of political life where almost all states have at least twenty years of multi-party electoral experience. Field data reveals at least six successful military coups between August 2020 and January 2022; proven risks in at least six other countries where new coup mechanisms are emerging, like what some call “constitutional coups”. How can we describe what is happening in French-speaking black Africa? This call for contributions for a collective work aims to provide information on the taxonomy and technologies of this new wave of putsch thanks to cross-sectional comparison between French-speaking black Africa and elsewhere; diachronic comparison (yesterday and today) and normative comparison (what is done and what should be done).

    Faith communities: living together or living side by side? Which role for public authorities?

    Today, a debate on the relevance and legitimacy of public funding for religious communities has been sparked by the broadcast on Flemish public television of the Godvergeten documentary series about the victims of paedophilia committed by members of the Catholic clergy. More than ever, the question of the contribution made by faith communities to "living together" is being raised. At a time when calls are being made for the outright abolition of public funding of religious institutions, it is also worth looking at the situation in neighbouring countries. The aim of this workshop, organised as part of the triennial conference of the Belgian French-speaking Political Science Association, is to bring together people to reflect on faith-based communities in Belgium, and to look more broadly at the relationship between politics and religion, using examples from other countries.

This workshop is therefore open to contributions on the political, administrative, and institutional record of the Trump presidency, and its legacy on the authority and legitimacy of his successor Joe Biden. In particular, we invite work on the evolution of public policy, institutions, political mobilizations, and political experimentation at all scales of U.S. federalism to discuss the consequences of Donald Trump’s presidency on the American political development.

    Les diverses langues présentes au sein des États membres de l’Union européenne (UE) constituent probablement l’une des expressions les plus directes de sa devise « Unie dans la diversité ». La politique linguistique de l’Union européenne repose sur le respect de cette diversité, notamment au travers de la reconnaissance de vingt-quatre langues officielles. Ce numéro de la revue De Europa (Università degli Studi di Torino) vise à regrouper des contributions qui apportent une analyse critique de la communication multilingue et de l’usage du multilinguisme par et au sein de l’Union européenne dans les domaines de la science politique et du droit, de l’analyse du discours, de la (sociologie de) la communication, des sciences du langage et de la sociolinguistique, de la traductologie ou encore des études aréales, culturelles et médiatiques. Le caractère interdisciplinaire des propositions est particulièrement encouragé.

    The training of Imams and Islamologists in France in 2021

    The current state of affairs, issues and perspectives

    Le 2 octobre 2020 aux Mureaux, le Président de la République, dans son discours de lutte contre les séparatismes et en particulier celui qui se revendique de l’islam, veut relancer un plan de formation d’imams formés en France, mettre fin aux imams détachés et au régime des ELCO pour l’apprentissage des langues arabe et turque. L’assassinat terroriste de l’enseignant Samuel Paty, quelques jours plus tard, pousse le Président Macron à demander aux fédérations du CFCM de créer expressément le Conseil national des imams (CNI) et de signer une charte des valeurs républicaines. Cette nouvelle structure aura comme prérogative d’agréer et de « labelliser » les imams de France. Ces décisions ont mobilisé différents débats : par exemple Tareq Oubrou s’y est opposé sur la forme en rappelant que ce sont les imams qui doivent valider leurs pairs et non des fédérations musulmanes liées à des pays étrangers.

    The governance of African armies: issues of transparency and the weight of corruption

    Le deuxième numéro de la revue P&S-ASS portera sur le thème de la gouvernance des armées africaines, les enjeux de la transparence et les pesanteurs de la corruption. En effet, la (bonne) gouvernance des armées et de la police est considérée comme essentielle pour préserver ou conquérir le capital crédit des institutions en charge de la sécurité auprès de leurs personnels et de la population. Cependant, au regard des nombreuses suspicions de corruption (fondées ou non), des dénonciations et condamnations judicaires qui entourent la gestion des ressources du secteur de la sécurité, il importe de réaliser un état des lieux qui évalue le cadre normatif et les pratiques en les confrontant au double enjeu de la transparence et de la sécurité nationale à travers des questionnements sur  la pesanteur du secret et la tendance à l’opacité dans les l’exécution des dépenses de sécurité.

    L'élection de Donald Trump a été présentée de façon quasi-unanime chez les journalistes, universitaires ou chercheurs comme un désastre ou un tsunami annonciateur de temps chaotique. Le président américain a cependant bénéficié du soutien de presque la majorité des électeurs des États clefs de la « ceinture de rouille ». Il convient donc de s'interroger sur les raisons qui expliquent la survenue d'un tel phénomène. Cet appel à contributions pour la revue en ligne LISA ne vise pas à établir un bilan de la présidence Trump. On cherchera, en revanche, à approfondir les analyses d'un paradoxe politique présenté comme inédit. Des réflexions de type sociologique, politique et historique (liste non exhaustive) s'imposent. Elles mettront en valeur les transformations, évolutions et continuités qui découlent du phénomène Trump.

    The First European Multidisciplinary Conference on Global Internet Governance – Actors, Regulations, Transactions and Strategies (GIG-ARTS 2017)

    “Digital diplomacy” has recently been the subject of significant debates, events and activities at a variety of governance sites. The concept is often used without having been clearly defined and delimited. For some, it is restricted to the use of digital means, especially social networks, by diplomats to practice a kind of “Public Diplomacy 2.0”. In others’ views, it extends to foreign affairs and international relations with regard to all matters related to the digital environment, including internet governance. There is undoubtedly a need to better understand recent transformations of diplomacy in the digital era, their drivers and their nature, whether and how they might change European and transnational power relations and, ultimately, which values they carry and channel on the global scene.
