« Le logement social dans la métropole européenne, les associations au centre. Analyse comparée : Barcelone, Londres, Rome, Lyon »

Si l’on s’interroge sur l’avenir du logement social en France et en Europe, on peut dire de façon un peu triviale, qu’entre le marché et la rue, il devrait bien y avoir une place pour un logement social accessible et populaire, à la fois en France et au sein des pays de l’Union Européenne. Mais de quel espace disposera réellement à l’avenir, ce concept étroitement lié au modèle productiviste de l’État providence (mass social housing) et pour citer A.Giddens, au « vieil État providence » ?

La réponse traditionnelle apportée depuis les années soixante jusqu’à nos jours - notamment en France et dans les pays d’Europe du Nord - a tenu en une formule collective unique : le logement social de masse. Or ce modèle est épuisé. Preuve en est, la démolition, en tant que solution radicale et le déstockage des patrimoines sociaux qui en résulte, tient lieu désormais de politique publique du logement social.

Qu’il soit dénommé HLM à Lyon, Social Housing à Londres, Habitatge protegit à Barcelone ou encore casa popolare à Rome, entre marché et précarité, confronté à la pénurie de l’offre, aux incertitudes de ses modes de financement et d’accès aux couches sociales précaires, l’avenir du logement social et populaire apparaît très incertain….

Pour autant, des formules alternatives au logement social de masse sont-elles en cours de réinvention et quels peuvent être ici les apports de la recherche, en tant qu’outil de production de la connaissance ?

L’axe central de ce séminaire européen est de considérer le rôle toujours croissant des associations dans ce secteur. Nous nous demanderons à cette occasion, dans quelle mesure les acteurs associatifs participent au renouvellement d’un genre qui peut sembler à « bout de souffle ». Ce séminaire organisé à l’ENTPE, est l’occasion, pour les ASSOCIATIONS EUROPEENNES invitées, de présenter les principales régulations de substitution inventées dans quatre métropoles européennes : Les housing associations à Londres(London Tenant Federation), l’autorecuperato à Rome (Unione Inquilini), les résidences relais à Lyon (Habitat & Humanisme), « l’habitatge protegit » à Barcelone (FAVB), les « MOUS » de l’ALPIL. Les pensions de famille de la FAP, etc.....

ABSTRACT

“The central role of associations in social housing within the European Metropolis.

Comparative analysis: London, Roma, Barcelona, Lyon”

If we question ourselves about the future of social housing in France and in Europe, we could quite easily say that between living in the streets and the housing market, there should be a place for accessible public social housing both in France and the European area. But how much space in the future will actually be given to this concept of mass social housing closely linked to the productive model of the welfare state and to the “old welfare state”?

Since the 1960s, particularly in France and in northern European countries, the usual solution has been a single, common principle: mass social housing.

However, this model has now seen its heyday. Radical solutions such as demolition and the evacuation of social public property are actions which are henceforth part of public policies for social housing.

“Social Housing” in London, “HLM” in Lyon, “Habitatge Protegit” in Barcelona or “Casa Popolare” in Rome, whatever the name given, the same problems occur. Confronted with supply shortage, financing uncertainties and difficult access to the socially outcast, the future of public social housing appears to be extremely uncertain.

Besides, are alternative solutions for mass social housing being reinvented? Furthermore, what can research do here to help in terms of providing information and knowledge on the subject?

The main aim of this European seminar is to take into account the continual increasing role of associations in this area.

On this occasion we will discover to what extent associations participate in the renewal of a model which no longer seems to be attractive.

This seminar, organised by ENTPE, will give the European Associations invited, the opportunity to present the main substitution regulations which have been invented in four European cities. These include: “Housing associations” in London (London Tenant Federation), “L’Autorecuperato” in Rome (Unione Inquilini), “Les Résidences Relais” in Lyon (Habitat & Humanisme), “L’Habitatge Protegit” in Barcelona (FAVB) and ALPIL’s and FAP’s “MOUS”.
