Zusammenfassung

La revue Géocarrefour lance un appel à contribution pour un numéro thématique portant sur mondialisation et mutation spatiale au Royaume-Uni. Les principaux axes sur lesquels des réponses sont attendues sont : 1. Les mutations socio-économiques du Royaume-Uni dans le contexte de mondialisation ; 2. Les grandes tendances sociales et géo-démographiques ; 3. L’aménagement et l’urbanisme ; 4. Les Britanniques et l'espace.

Exotique, chaotique, tour à tour avant-gardiste et conservatrice, vue de France, Albion est souvent difficile à cerner. Pourtant, l’évolution historique du Royaume-Uni s’inscrit dans le même contexte que la plupart de ses voisins européens. Les pressions et opportunités liées à la mondialisation génèrent des dynamiques économiques, sociales et spatiales souvent comparables à celles identifiées ailleurs : désindustrialisation, tertiarisation, augmentation du niveau de vie moyen, périurbanisation et croissance des mobilités sont communes aux pays d’Europe de l’Ouest. Cependant, son histoire, sa géographie, ses modes de régulation politiques et les pratiques de ses habitants lui confèrent des spécificités géographiques, qui à leur tour, conditionnent ses dynamiques spatiales.

Ce numéro spécial entend faire le point sur les mutations contemporaines du R-U, du quartier aux grands ensembles régionaux dans le contexte de mondialisation et d’interpénétration des échelles.

Il s’agira d’approfondir la réflexion sur plusieurs thématiques, présentées ici de façon segmentée, afin d’apporter une contribution précise ou transversale/synthétique des structures et mutations du pays.

1 - Les mutations socio-économiques du Royaume-Uni dans le contexte de mondialisation

- Interroger la pertinence du North-South divide alors même que certains pôles urbains du Nord connaissent une embellie et que les plus importantes poches de précarité se concentrent désormais dans le Grand Londres.

- Analyser la tertiarisation de l’économie britannique et particulièrement le développement régional via la financiarisation des activités métropolitaines et la knowledge economy.

- Réfléchir sur la dépendance accrue aux réseaux de nature différente ainsi que sur les enjeux et problèmes liés à la forme, au fonctionnement et à la gestion des réseaux techniques britanniques. La performance des réseaux de transport britanniques dans la perspective d’un accroissement constant de la congestion et d’un regain d’intérêt pour les transports collectifs semble une piste très intéressante. Enfin, des réflexions sur les constructions et déconstructions territoriales liées aux mobilités, aux migrations et aux délocalisations seraient également bienvenues.

2 - Les grandes tendances sociales et géo-démographiques

- Analyser les disparités sociales à plusieurs échelles en lien avec les mutations économiques et les courants migratoires et notamment la question de la polarisation sociale dans les métropoles britanniques.

- L’immigration internationale et les migrations régionales. La délicate distinction « ville-campagne » dans un pays fortement suburbanisé. Les récentes tendances à la reconquête des centres-villes et des espaces les moins accessibles par certaines catégories de population. Une approche plus culturelle et sociale sur la place des migrants et immigrés dans la population du pays, leur intégration et les positions politiques à leur égard pourrait enrichir le numéro.

- Les inégalités d’espérance de vie en lien avec les conditions de vie et les appartenances ethniques.

- Le vieillissement de la population et ses implications spatiales. Le Sud, traditionnelle terre d’accueil des personnes âgées, attire-t-il toujours autant ? Le territoire britannique est-il toujours l’échelle pertinente d’analyse des migrations des seniors ?

3 - L’aménagement et l’urbanisme

- Les enjeux, les politiques et les dispositifs de l’aménagement national, régional et local en particulier sur la question du développement durable qui implique la pratique du « grand écart » dans un contexte de participation accrue des acteurs privés.

- Les modalités et les incidences spatiales de l’urbanisme et notamment l’émergence d’un urbanisme négocié entre les secteurs publics et privés pour les grands projets d’aménagement (Stratford, Liverpool, Kings Cross…).

- Les effets spatiaux de la dévolution des pouvoirs, le statut particulier du Grand Londres et les velléités de city-regions dans le contexte de compétition urbaine et de méfiance à l’égard de la capitale.

- La consécration de l’urbanisme par l’image. L’instrumentalisation politique de l’image et des objets architecturaux-événements pour la communication urbaine. Une réflexion sur les objets instrumentalisés, le choix des messages à véhiculer et les médias utilisés, pourrait conjointement enrichir la compréhension des politiques de régénération urbaine actuelles.

4 – Les Britanniques et l’espace

- Les représentations de l’espace par les individus, les groupes, les institutions et leurs implications. Le rapport des Britanniques à l’espace et aux territoires. L’idée de ville et de campagne, les aspirations de vie des populations, l’idéal de vie suburbain, l’idée de nature.

- Le nimbysme, la privatisation des espaces, les perceptions de la densification urbaine et l’adhésion ou non des populations à l’aménagement et à une idée continentale de l’urbanité.

La revue encourage vivement les auteurs non francophones à soumettre des propositions en anglais, qui seront publiées en anglais ou traduites.

Les articles seront examinés par deux évaluateurs anonymes désignés par le comité de rédaction.

La date limite de réception des articles est le 15 novembre 2007 (délai prolongé !).

Globalisation and contemporary spatial changes in the United Kingdom

Viewed from France, the United Kingdom, with its differences and apparent confusion, alternating between progressive and conservative stances, is often difficult to define. However, the country’s historical development is in many ways similar to that of its European neighbours. Moreover, the different pressures and opportunities linked to globalisation produce economic, social and spatial changes frequently comparable with those identified elsewhere: de-industrialisation, growth of the tertiary sector, increases in living standards, expansion of the urban fringe and increased mobility are all found throughout the countries of Western Europe.  Nevertheless, its history, its geography, its forms of political control and the lifestyles of its inhabitants give the United Kingdom certain specific geographical characteristics, which in their turn, influence the country’s spatial dynamics.

This issue aims to take stock of contemporary changes in the U.K. at different scales and in the context of globalisation.

Through the detailed analysis of different individual themes it is intended to provide a precise and synthetic overview of the structures and changes which characterise the U.K. in this start of century.

1 – Socio-economic change in the U.K. in the context of globalisation

-Question the relevance of the North-South divide at a time when certain urban centres in northern Britain are experiencing substantial improvement and the most intense areas of poverty and marginality are found in Greater London.

-Analyse the growth of the tertiary sector in the British economy and its regional dimensions notably in relation to the growth of financial industries in the major urban areas and the development of the knowledge economy.

-Study the growing dependency on different types of network as well as the issues and problems linked to the nature, the operation and management of these systems. The efficiency of British transport networks faced with a continuing increase in congestion and a renewed interest in public transport is of particular interest. Finally, contributions would also be welcome on the territorial dimensions of increased mobility and migration and the relocation of activities.

2 – The spatial aspects of major social and demographic trends

-Analyse social disparities at several scales in relation with economic changes and migrational movements and, in particular, the question of social polarisation in major British cities.

-International immigration and regional migration; the subtle distinction between ‘urban area’ and ‘countryside’ in a highly suburbanised country; recent efforts to restructure city centres and to widen access to parts of the urban area previously less accessible to certain categories of population. Approaches adopting a more cultural and social stance on the place of migrants and immigrants in the population of the country, their integration and political attitudes towards them would also be of interest.

-Inequalities in life expectancy linked with living conditions and ethnic origins.

- Ageing of the population and its spatial implications. The South has traditionally attracted retired people; is this still the case? Is Britain still an appropriate territorial scale at which to study Britons retirement migration?

3 – Planning and urban development

-The issues, policies and tools of national, regional and local planning and development, notably in relation to questions of sustainable development and the increased involvement of actors from the private sector.

-The forms and spatial consequences of urbanism and particularly the appearance of partnerships between the public and private sectors for major development projects (Stratford, Liverpool regeneration, Kings Cross…).

-The spatial effects of the devolution of power, the special status of Greater London and the imprecise role of city-regions in a context of urban competition and wariness with respect to the capital.

-The recognition that image has a role to play in the process of urban development. The ways in which images, architecture and events are used as political instruments to communicate about the urban area; analysis of the phenomena used, the choice of messages to be communicated and the media employed would enrich the understanding of current urban regeneration policies.

4 – The British and space

-The perception of space by individuals, groups and institutions and the implications of this perception. The relationships that the British have with space and territory. What perceptions have they of urban areas and the countryside or of nature; what are their aspirations in terms of living conditions; and what about their ideal of suburban living?

-Nimbyism, the privatisation of space, perceptions of increased urban densities, and the degree of acceptance of populations of planned development and of the continental model of urban living.

Foreign and non-francophone authors are strongly encouraged to submit articles that will be published in English or translated into French.

Submitted papers will be evaluated anonymously by two referees appointed by the Editorial Board.

The deadline for submissions has been postponed to 15 November 2007.
