Thirty (30) social scientists' proposals for Cameroon's emergence by 2030

Trente propositions des humanités à l'émergence du Cameroun à l'horizon 2030

Abstract

Symposium Organized by the Faculty of Arts, Letters, and Social Sciences (FALSS) of the University of Yaounde I, June 2024

Rationale

In recent decades, Cameroon has embarked on a process to improve its governance principles by specifying, for a well-defined period, priority areas for the structural transformation required to meet sustainable development objectives. The approach is to set a timetable for development based on the program's effects and expected outputs in order to become an emerging country. That emergence is to occur by 2035. Backed by a planned, more controlled economy, such governance mechanisms are nothing new for Cameroon. Indeed, the National Development Strategy (2020-2030) is an improved set of instruments from previous forward-looking and planning documents, notably the Growth and Employment Strategy Plan (2009-2019), which replaced the

Poverty Reduction Strategy Plan (2003-2008) in 2009. All these plans, which can be likened to a compass, chart the major development pathways, and specify the mechanisms that will lead to them. They take into consideration the endogenous and exogenous dynamics that shape social practices and the prevailing socio-political and economic context.

The National Development Strategy-Cameroon 2030 aims to make Cameroon "an emerging country, democratic and united in its diversity." Four key pillars are singled out: the structural transformation of the national economy, the development of human capital, the promotion of employment and economic integration, and the tackling of governance challenges.

With the foregoing in mind and to fulfill its mission to support development, the Faculty of Arts, Letters, and Social Sciences is organizing a grand national symposium to address the drivers of development based on its fields of expertise (arts, letters, humanities, and social sciences), and to make practical proposals to support the government's ambition to turn Cameroon into an emerging country by 2035. Contributions to the brainstorming could be made along the following (non-exhaustive) lines:

Line 1: The contribution of Arts

-             The cultural industries

-             The tourism industry

-             The artistic heritage

Line 2: The contribution of Letters

-             The book industry

-             The place of literature

-             The contribution of national languages

-             The practice of official bilingualism

Line 3: The contribution of humanities and social sciences

-             The challenge of endogenous development

-             Memory, history, and the issue of national unity

-             Using geography for development

-             Anthropology, sociology, and multiculturalism
