L'Institut de l'Ouest. Droit et Europe (Université de Rennes et CNRS, France) ouvre une bourse postdoctorale sous la direction du Prof. Isabelle Bosse-Platière. La personne recrutée devra mener des recherches sur le thème suivant : Promouvoir les valeurs de l'UE dans un monde en crise, dans le cadre d'un projet cofinancé par l'Alliance Universitaire Européenne EDUC et par l'Agence Nationale de la Recherche (ANR) et dirigé par le Professeur Isabelle Bosse-Platière.

L'objectif de la recherche, menée sous la supervision du chef de projet, est d'examiner la capacité de l'UE à préserver et à promouvoir ses valeurs fondamentales (article 2 du traité UE) dans un monde marqué par des crises de plus en plus structurelles, tant internes qu'externes. En 2003, la stratégie de sécurité de l'Union européenne, "Une Europe sûre dans un monde meilleur" (révisée en 2008), proclamait que "l'Europe n'a jamais été aussi prospère, aussi sûre, ni aussi libre". Bien que les menaces, notamment terroristes, ne soient pas ignorées par le document, l'ambition de l'UE était alors d'être un pôle de stabilité et de croissance, contribuant à un système multilatéral efficace ouvrant la voie à un monde plus uni et plus pacifique. 20 ans plus tard, l'Europe n'a probablement jamais été aussi fragile et n'a jamais été confrontée à des dangers extérieurs et intérieurs qui menacent autant son existence : les conflits armés en Ukraine et au Moyen-Orient, les crises migratoires et l'insécurité sanitaire, le risque terroriste, la montée de régimes dits illibéraux au sein de l'UE et dans le monde, les incertitudes générées par la crise climatique et la révolution numérique... La capacité de l'Union européenne à faire face à ces poly-crises tout en garantissant le respect et la promotion des valeurs qui la fondent est un enjeu majeur pour son avenir et probablement pour sa propre existence. 

Le projet devra donc analyser comment ces crises affectent les valeurs européennes et les mettent sous pression, tant au sein de l'UE que dans ses relations avec les tiers. La recherche évaluera comment les valeurs sont prises en compte et comment elles structurent la manière dont l'UE traite les questions soulevées par ces crises.  D'un point de vue méthodologique, le projet part du principe que la réponse de l'UE aux crises n'a pas qu'une dimension politique : elle repose aussi sur la mobilisation d'outils juridiques (instruments financiers, accords extérieurs, clauses de conditionnalité, instruments de soft law, etc...). La conciliation entre l'exigence de sécurité souvent recherchée par les citoyens et la préservation des valeurs européennes sont principalement entre les mains des juges nationaux et européens (CJUE et CEDH), mais pas seulement. Les décideurs politiques (législateurs, exécutifs) ont évidemment un rôle à jouer, et au-delà, les enjeux sont sociétaux et peuvent également impliquer le secteur économique et la société civile. 

Outre la rédaction (ou la co-rédaction) d'articles à soumettre à des revues à comité de lecture, le postdoctorant sera ou pourra être impliqué dans les tâches suivantes : 

• Co-organisation avec le porteur de projet d'un événement scientifique à Rennes qui devrait déboucher sur la publication d'un ouvrage, 
• Supervision de travaux de recherche des étudiants de master en droit de l'UE, 
• Possibles activités d'enseignement en droit de l'UE,
• L'offre de cours scientifiques ou le transfert de savoir-faire, ainsi que d'autres mesures destinées à contribuer à l'établissement de réseaux et à tirer parti de l'échange réciproque d'informations.

Cette bourse est une opportunité de rejoindre le programme EDUC young researchers' program (EYRP), un programme international de bourses postdoctorales visant à attirer des scientifiques talentueux pour développer leur projet de deux ans à travers l'Europe dans les universités de l'Université européenne EDUC (https://www.educalliance.eu/).

Activités

Vos activités dédiées dans le cadre de l'université européenne EDUC : 

• Période de mobilité d'au moins trois mois (éventuellement non consécutifs) dans au moins une autre université de l'Alliance EDUC, de préférence l'université de Cagliari. 
• Plan de développement de carrière personnel : rédaction de votre plan de développement de carrière personnel au cours de la première année, à mettre à jour au début de la deuxième année,
• Activités de diffusion, d'exploitation et de communication, en accordant une attention particulière aux principes de la science ouverte et à l'engagement du public,
• Participation à un ensemble d'activités de formation proposées à l'université et au sein de l'Alliance EDUC.

The Institut de l’Ouest. Droit et Europe (University of Rennes and CNRS, France) is opening a Postdoctoral Fellowship at under the supervision of Prof. Isabelle Bosse-Platière. The recruited Fellow will have to carry out research on the following topic: Promoting EU Values in a World in Crisis, as part of a project co-funded by the European University Alliance EDUC and by the French National Research Agency (ANR) and led by Professor Isabelle Bosse-Platière.

The aim of the research, carried out under the supervision of the project leader, is to examine the EU’s ability to preserve and promote its fundamental values (Art. 2 TEU) in a world driven by increasingly structural crises, both internal and external. In 2003, the European Union Security Strategy, "A Secure Europe in a Better World" (revised in 2008), proclaimed that "Europe has never been so prosperous, so secure, nor so free". Although threats, particularly terrorist ones, were not ignored by the document, the EU's ambition was at that time to be a pole of stability and growth, contributing to an effective multilateral system paving the way for a more united and peaceful world. 20 years later, Europe has probably never been so fragile and never been confronted to external and internal dangers that threaten its very existence in such a way: the armed conflicts in Ukraine and the Middle East, the migration crises and health insecurity, the risk of terrorism, the rise of so-called illiberal regimes within the EU and around the world, the uncertainties generated by the climate crisis and the digital revolution… The European Union's ability to deal with these poly-crises while guaranteeing respect for and promotion of the values on which it is founded is a major challenge for its future and probably for its own existence. 

Therefore, the project will have to analyse how these crises affect European values and put them under pressure, both within the EU and in its relations with third parties. The research will assess how values are taken into account, and how they structure the way the EU deals with the issues raised by these crises. 

From a methodological point of view, the project is based on the premise that the EU’s response to the crises has not only of a political dimension: it also relies on the mobilisation of legal tools (financial instruments, external agreements, conditionality clauses, soft law instruments, etc…). The balancing of the requirement of security often sought by the citizens and the preservation of European values are primarily in the hands of national and European judges (CJEU and ECHR), but not only. Political decision-makers (legislators, executives) obviously have a role to play, and beyond that, the issues are societal and may also involve the economic sector and civil society. 

In addition to writing (or co-writing) articles to be submitted to peer-reviewed journals, the postdoctoral fellow will or may be involved in the following tasks: 

• Co-organization with the project leader of a scientific event in Rennes that should lead to the publication of a book 
• Supervision of research activities of Master students in EU Law 
• Teaching activities in EU Law for Master Students
• Offering scientific courses or know-how transfer, and other measures designed to help establish networks and to benefit from the reciprocal exchange of information

This fellowship is an opportunity to join the EDUC young researchers’ program (EYRP), an international postdoctoral fellowship program aiming at attracting talented scientists to develop their two-year project across Europe in universities of the EDUC European University (https://www.educalliance.eu/).

Your dedicated activities within the framework of the EDUC European university: 

• Minimum three-month mobility period (eventually not consecutive) in at least one other EDUC Alliance University, preferably the University of Cagliari. 
• Personal Career Development Plan: redaction of your personal career development plan in the first year, to be updated at the beginning of the second year,
• Dissemination, exploitation & communication activities, with particular attention to the principles of Open Science and to public engagement,
• Participation to a set of training activities offered at the university and within the EDUC Alliance.
