I. Contexte/Context

L'UNESCO, à l'occasion du 60ème anniversaire de la proclamation de son Acte Constitutif (16 novembre 1945), organise un colloque international à Paris en novembre 2005, en partenariat avec l'Institut d'Etudes Politiques de Paris, l'Université Panthéon-Sorbonne (Paris I) et le Centre d'histoire et d'économie de l'Université de Cambridge (Royaume-Uni).

Ce colloque s'inscrit dans le cadre plus large d'un programme de soutien à la recherche sur l'histoire de l'UNESCO, lancé le 30 avril 2004 par le Directeur Général et visant à stimuler l'élaboration d'une réflexion historique critique et pluridisciplinaire sur l'histoire de l'Organisation, ses orientations, activités et réalisations passées (pour plus d'informations, consulter http://unesdoc.unesco.org/ulis/fre/circulars/cl3710.pdf.

Ce programme, échelonné sur cinq années, s'orientera sur la base des intérêts qui se manifesteront en ce sens, notamment de la part de la communauté scientifique.

On the occasion of the 60th anniversary of the adoption of UNESCO's Constitution, (16th November 1945), UNESCO is organizing an international symposium in Paris, in November 2005, in cooperation with the Institute for Political Sciences in Paris, the University Panthéon-Sorbonne (Paris I) and the Centre for History and Economics at Cambridge University (United Kingdom).

This symposium is part of a larger programme to support research on UNESCO's history and encourage critical and multidisciplinary reflection on the history of the Organization and its past orientations, activities and results. This programme, the "UNESCO History Project", was launched by the Director-General of UNESCO on 30th April 2004 (for more information, please consult http://unesdoc.unesco.org/ulis/circulars/cl3710.pdf).

The History Project is a five-year programme; its orientations will be influenced by the expressions of interests and ideas, in particular those coming from the research community.

II. Description du projet / Project description

Le colloque aura pour objectif de valoriser les apports de travaux déjà engagés sur l'histoire de l'UNESCO et de formuler des pistes nouvelles de réflexion et de recherche. Il ne visera pas à écrire une page officielle ou définitive de cette histoire mais bien davantage, dans une démarche critique et plurielle, à croiser les regards et multiplier les approches. Le colloque va également viser à mieux cerner la façon dont l'action de l'Organisation, vue de la périphérie et non du centre, a été perçue et vécue par les différents acteurs concernés.

En vue de cette manifestation, mais aussi dans la perspective du programme de recherche et de publication, l'UNESCO invite donc toute personne intéressée, étudiants et chercheurs travaillant dans les domaines de l'histoire, des sciences politiques, des relations internationales, des études culturelles, du droit international, de l'anthropologie et de la sociologie, à proposer idées, sujets et projets de communication.

Les thèmes et sujets abordés pourraient, entre autres, porter sur les origines de l'UNESCO, le rôle de l'UNESCO dans des contextes historiques plus larges, tels que la guerre froide et la décolonisation, les droits de l'homme, l'action normative, la diversité culturelle, le développement durable, le patrimoine naturel et culturel, l'éducation pour tous, et toute réflexion sur le mandat, les valeurs et la philosophie propre de l'UNESCO.

Toutes les suggestions seront les bienvenues. Merci de bien vouloir adresser votre réponse avant le 20 septembre 2004, à l'attention de M. Jens Boel, chef des archives de l'UNESCO et responsable de ce projet (j.boel@unesco.org). Les réponses reçues après cette date, mais avant le 1er décembre 2004, pourront également être prises en compte dans la planification du colloque.

The objective of the symposium is to inspire and catalyze research on topics relating to the history of the Organization. Rather than providing official answers and final conclusions, the symposium aims at multiplying approaches to UNESCO's history in a critical and pluralistic spirit. Furthermore, the symposium will try to foster a better understanding of the way in which the Organization's action, seen from the periphery rather than from the centre, has been perceived and experienced by the different actors concerned.

UNESCO therefore invites students and researchers with backgrounds in different disciplines, including history, political sciences, the study of international relations, cultural studies, international law, anthropology and sociology, to express their interest by suggesting papers, themes or approaches for the symposium or in the wider context of the history project. Examples of themes and issues that could be raised at the symposium are: the origins of UNESCO, the role of the Organization in broader contexts, such as the Cold War and the process of decolonization, human rights, normative and standard-setting actions, cultural diversity, sustainable development, cultural and natural heritage, education for all and reflections on the mandate, values and "philosophy" of UNESCO.

All suggestions for themes and topics are welcome. Please send your response, preferably before 20th September 2004, to the coordinator of the UNESCO History Project, Mr. Jens Boel, Chief Archivist, UNESCO (e-mail: j.boel@unesco.org). Replies received after this deadline, but before 1st December 2004, can still be taken into consideration in the planning of the symposium.

III. Programme des travaux / Programme of work

Le colloque, conçu sur deux journées, pourrait notamment s'articuler autour de quatre grandes sessions, consacrées respectivement à l'histoire institutionnelle, politique et intellectuelle de l'UNESCO, puis aux nouveaux axes de recherche sur l'histoire de Organisation. Cette dernière séance serait la conclusion du colloque et viserait donc surtout à ouvrir des perspectives pour les travaux de recherche durant la période 2005-2010.

Les actes du colloque seront publiés comme premier volume d'une collection destinée à accueillir les fruits du programme de recherche sur l'histoire de l'UNESCO. A cette fin, un comité de coordination scientifique sera constitué à l'issue du colloque pour assurer le suivi des travaux engagés, promouvoir la recherche historique sur l'Organisation et, en fonction des ressources mobilisées, attribuer des bourses d'études à des étudiants et jeunes chercheurs. Un programme d'histoire orale pourrait également être lancé. L'UNESCO, pour sa part, s'efforcera de mobiliser des fonds extra-budgétaires (Etats membres, fondations) afin de financer de tels travaux.

Ce projet " Histoire de l'UNESCO " pourrait déboucher sur un premier ensemble de conclusions lors du Congrès international des sciences historiques prévu en 2010.

The symposium is expected to last for two days. It could include four main sessions, three of which would focus on the institutional, political and intellectual history of UNESCO, respectively. The topic of the fourth session would be the identification of new, major research themes. This final session would be the conclusion of the Symposium and should therefore aim at opening perspectives for research works during the period 2005-2010.

The proceedings of the symposium will be published as the first volume of a series of publications that will present the results of the History Project. With this end in view, a scientific committee will be established after the symposium to ensure the follow up on the activities, promote historical research on the Organization and, depending on the resources available, award study grants to students and young researchers. An oral history programme could also be launched. UNESCO will attempt to mobilize extrabudgetary resources from Member States and foundations in order to finance these research and publication activities.

A presentation of results and a general evaluation of the outcomes of the project could take place at the International Congress on Historical Sciences in 2010.
