Abstract
L’objectif général du colloque est de mettre à la disposition des décideurs, des partenaires du développement et des acteurs cités ci-dessus, des connaissances actualisées sur la maîtrise des interactions urbaines pour le développement des populations. Il s’agit de manière spécifique de caractériser les interactions urbaines dans toutes leurs composantes et de suggérer les approches les plus efficaces pour leur intégration dans le processus du développement national. L’intérêt du présent colloque international est donc à la fois heuristique et pragmatique.

Call for papers
Problem stated
A rapid and unmastered urbanization is responsible for various transformations that African cities in general and sub-Saharan African cities in particular are undergoing. The « explosion of Third world cities », as Battalion (1992), expresses was its characteristic trait at the dawn of the 21th century. There has been a “real urban inflation”, Santos (1970) and Ela (1983). This inflation is easily perceived through the social deficit that it has provoked or given rise to.
The urban fact is at the centre of society’s integral development. The city today as interpreted by scientists of different disciplinary backgrounds notably those of the human and social sciences (Burgel, 1993) is here as in the time of the thinkers of the Chicago school of thought (Burgess et Park, 1964), the laboratory of change generally perceived in terms of “disorder or disorganization” (Whyte Foote, 1943), which are revealing indices of “social dynamics” (Balandier, 1986). The African city is therefore presented as a meeting place of populations of diverse backgrounds, a social and economic space deprived of a collective mentality. But beyond the space, it also constitutes a stage where people agglomerate in relatively important numbers in a restricted space under a hierarchical social structure. It is a cultural meeting point with the development of a network of activities other than agriculture.
The general assertion is that urban policies are often more reduced exclusively to the economic development (Banque Mondiale, 1991) when faced with demographic explosion of the cities. This reductionist view has fragilized urban development as advocated by different authors like (Reichert et Reymond, 1980; Bonetti et al, 1992). This specific type of development relies on the relational and participative strategies in view of the adhesion of the population to patterns of « city practice » (Bertrand, 1978), an adhesion which must consider the « social logic » (Boudon, 1979), the logic of the upper and lower social actors in interaction in all projects of urban development.
Since the holding of the “Habitat II” international conference at Istanbul in 1996 with main objective to harmonise the cities, sub-Saharan African countries have not finished the work of the specialists, researchers and university people and others interested in urban problems and the mastery of interactions between decision makers, managers, inhabitants (producers and consumers) of sub-Saharan African cities.
OBJECTIVES OF THE COLLOQUIUM
The colloquium on Urban Interactions in Sub-Saharan Africa has as main objective to bring out the main problems and difficulties individual encounter living in the urban environment notably due to urban over population, lack of infrastructure, supply problems as well as health and social problems.
The general objective of the colloquium is to enable decision makers, development partners and city actors have updated knowledge on the mastery of urban interactions for the development of the population. In a specific manner urban interactions will be characterized in all their components to bring out the most efficient approaches for their integration in the process of national development. The main concern of the colloquium is that it is heuristic and pragmatic at the same time.
From the perspective of science, the general problem in the construction of urbanity and interactions within the different categories of the urban population within the framework of socialization of urban life comes up as an aspect of new knowledge especially when we consider changes registered in the linguistic, political, environmental, economic, cultural and social domains under the catalyzing effects of globalization.
From the pragmatic point of view, this colloquium is an opportunity for decision makers and development partners, a strategic highlight for an elaboration of sustainable urban policies namely: the policy of urban planning, the adjustment of the living standards of urban dwellers and the wellbeing of all the categories of urban dwellers. The colloquium will provide a platform for the exchange of experiences by experts and actors of local development in different countries especially those involved in the decentralization process and reforms of all sorts.
This call for papers is directed to specialists in : education, historians, political scientists, geographers, sociologists, linguists, urban specialists(planners and managers), economists, psychologists and other related fields. Presenters could propose papers on any of the following sub-themes or on related aspects:

- 10. Survival strategies and growth
- 11. Space, environment and consumption
- 12. Mobility and transport
- 13. Languages, media and communication
- 14. Cultures and urban modes
- 15. Associative Dynamics and identity
- 16. Local governance and decentralisation
About the abstracts and full paper proposals :
- Papers should be preceded by an abstract of not more than half a page (in English if the paper is in French and vice versa) with key words highlighted. The paper should not be more than 15 pages, should be original and have not been proposed for presentation elsewhere; - Front line size should be 12 in Times New Roman simple spacing;
- Quotations should be in one of the methods chosen by the author (intra or infra paginal) but the two should not be used in the same text;
- Bibliography should obey the same rules;
- Last date for the reception of full papers is the 15th of July 2009 ;
- You will be notified after review on the status of your paper;
- Accepted papers will be published in the conference proceedings after review by a Scientific Committee.
