Résumé

Dans le cadre du programme de recherche « GEStion des risques liés aux crues par une meilleure prise en compte du TRANsit Sédimentaire » (GESTRANS), financé par l’Agence nationale de la recherche (ANR), le projet de recherche post-doctoral vise à renforcer la connaissance des attitudes à l’égard des événements hydrologiques extrêmes et à l’égard des dépôts sédimentaires dans la vallée de la Maurienne (Arc) et le Grésivaudan (Isère). Les savoirs, les valeurs et les comportements des habitants des communautés locales, des gestionnaires et des experts sont explorés par le biais d’un corpus d’articles issus de la presse quotidienne régionale, d’un questionnaire portant sur l’évaluation du paysage fluvial et le risque d’inondation, ainsi que d’une quinzaine d’entretiens semi-directifs réalisés auprès d’acteurs et décideurs.

Description du poste

Dans le cadre du programme de recherche GEStion des risques liés aux crues par une meilleure prise en compte du TRANsit Sédimentaire (Gestrans), financé par l’Agence nationale de la recherche (ANR), le projet de recherche du post-doctorant vise à renforcer la connaissance des attitudes à l’égard des événements hydrologiques extrêmes et à l’égard des dépôts sédimentaires dans la vallée de la Maurienne (Arc) et le Grésivaudan (Isère). Les savoirs, les valeurs et les comportements des habitants des communautés locales, des gestionnaires et des experts sont explorés par le biais d’un corpus d’articles issus de la presse quotidienne régionale, d’un questionnaire portant sur l’évaluation du paysage fluvial et le risque d’inondation, ainsi que d’une quinzaine d’entretiens semi-directifs réalisés auprès d’acteurs et décideurs.

Une partie de ces données sera mise à la disposition du chercheur. Il pourra néanmoins contribuer à leur collecte et surtout réalisera une analyse statistique du questionnaire, ainsi qu’une analyse de données textuelles sur les articles numérisés et sur les transcriptions d’entretiens. Pour ce faire, il pourra compter sur les ressources humaines, matérielles et logicielles de la nouvelle plateforme « Enquête, Documentation, Valorisation, Veille Scientifique » (ED2VS) de l’UMR 5600 Environnement, Ville, Société (EVS). Enfin, le chercheur sera également amené à discuter, interpréter et valoriser les résultats obtenus. Ultérieurement, les résultats pourront  être utilisés pour l'aide à la décision.

Profil souhaité

Le candidat doit être titulaire d'un doctorat en Sciences Humaines et Sociales (Géographie, Psychologie, Sociologie, Histoire…). Une maîtrise des techniques d'enquête (questionnaire, entretiens…), et des analyses statistiques est indispensable. La familiarité avec le travail en archives et/ou l'analyse de données textuelles (ADT) sera appréciée. Le candidat doit être en mesure de travailler en équipe et si possible posséder une expérience de l'interdisciplinarité. Une bonne maitrise de l’anglais est aussi vivement recommandée.

Subtask S3.1: Risk perception

A survey based on the regional daily press (RDP)

This study will focus on the values and social opinions that local communities, managers and experts express when explaining floods in the regional daily press (RDP). The media are an important source of information on environmental problems; they configure and relay both local and global discussions and debates in the public sphere. In particular, the regional daily papers disseminate scientific and popular knowledge and provide information on government decisions and striking facts of social life. The principal daily newspapers in the Northern Alps have carefully preserved by the Municipal Library of Grenoble. The survey will scrutinise the Petit Dauphinois (1879-August 1944), Les Allobroges (to fill the gap during WW2) and the Dauphiné Libéré (September 1945 to the present). Today, this paper is distributed in nine departments. Based on this accurate source of vernacular geographical knowledge, a textual data analysis will aim to reveal the relationships between expert and non-expert (public) knowledge, highlight the mutual influence of practices and social opinions, contribute to the multifaceted understanding of the environment and the landscape, show the change in explaining the floods during the 20th century and examine how the opinions on the environment have varied with time accompanied by the alterations of river uses related to floods. The survey will focus on a chronology of hydrological events in the Alps and their piedmont. Conflict situations and solidarity relationships will be highlighted in water territories.

A questionnaire on water culture and flood risk perception

Faced with the logistical difficulties of presenting an adequate number of landscape views to an unrestricted sample of respondents, this study will use the well-established procedure of photographic displays. The selected scenes will give a suitable range of scenic variation, including a sufficient variety of riverscape types. The most appropriate way to obtain input from respondents to these carefully selected photographs is through a questionnaire. To quantify how respondents perceive each photograph, they will be asked to assess various points, such as aesthetics, naturalness, danger and the need for improvement. Watercourse managers, users and riverine landowners will be interviewed about their evaluation of risks associated with sediment deposits occurring in the situations where there is risk for infrastructure and property and in those without an apparent risk for human interests. In particular, we want to know whether the respondents recognise the environmental role of in-channel sediment deposits, distinguish between risky and safe occurrences of sediment displacements in watercourses and what solutions they indicate to reduce the risk. The outcomes would help to recognise where educational efforts should be directed to promote sustainable management of watercourses and sediment deposits.

Subtask S3.2: Project perception

Many variables have an effect upon riverscape evaluation: the personality and socio-economic attributes, the profession and experience in terms of resource and environmental management, the familiarity with a particular environment or a type of environment. Amongst the socio-cultural characteristics, we formulate the hypothesis that training influences the perception of deposits in rivers. The following investigation is designed to test whether variations in flood risk assessment relate to professional characteristics.

The survey is based on 15 semi-directed interviews. The participants will be selected in the steering committee of the project and amongst others groups of stakeholders and decision-makers: (a) river practitioners who are very familiar with streams and rivers, and know in what their maintenance consists; (b) anglers and members of the National Office of Water and Aquatic Environments who would be expected to have an idea of how deposits and their maintenance influence the abundance and composition of faunistic communities; (c) members of the Forest National Office and the service of Restoration of Terrains in Mountain; (d) members of State Offices (such as Water Agency, regional departments specialized in agriculture and development), with formal training in environmental principles; and (e) some conservationists because of their environmental consciousness. Each interview will be transcribed and analysed with a software for the textual data analysis, TXM.
