Abstract
This panel intends to examine firstly the place of public policies (or lack thereof) through the role of government and regulatory bodies, and secondly, concrete practices and trends of mobile applications and mobile uses for development (mHealth, mEducation, mEconomics, mAgriculture etc.). Papers should focus on constraints, opportunities, practical experiences of various formal and informal groups of mobile application development.

Argument
Since the early 2000s, the strong growth of telecommunications sector, in particular mobile telephony in Africa, puts in confrontation various actors: State, national and international telecommunications operators, service providers, consumers, but also various interest groups coming from civil society or either market forces.
The ICT governance has become plural due the combination of several factors, sometimes antagonistic, in the context of the negotiation of multiple actors position. The social sciences, especially geography, have particularly examined this success of mobile telephony in Africa, same as law and economy, and more generally in the field of ICT and telecommunications, but the usage of stakeholders are not or very less considered. The development of mobile applications, using mobile phone as main support, appears increasingly as a central tool of the issue of the usefulness of mobile for development.
This panel intends to examine firstly the place of public policies (or lack thereof) through the role of government and regulatory bodies, and secondly, concrete practices and trends of mobile applications and mobile uses for development (health, education, economics, agriculture etc.).
Submission guidelines
Papers should focus on constraints, opportunities, practical experiences of various formal and informal groups of mobile application development. Particular attention will be given to the contributions of practitioners, experiences and case studies (success or failure). The proposals include all disciplines and will be accepted in English, but the abstracts should be written in English and French also.
