Presentation

The Cordoba Foundation of Geneva, referring to Cordoba, the city known for coexistence and tolerance, aims to promote dialogue between cultures and civilizations and to foster research and debates on conflict transformation related issues.

Created in 2002, the CFG considers that there is a lack in human capital, mechanisms and institutions working on non-violent conflict transformation and that this lack must be addressed. It aims to promote constructive dialogue amongst and between actors in the Arab and Muslim Worlds.

The CFG is based in Geneva and works with an extensive network of partners including think tanks, civil society organizations, research centers, foundations, governments, and individuals to initiate and/or support activities that build trust and favor mutual respect and reconciliation.

North Africa and West Asia in Transformation (NAWAT)

The NAWAT program was launched in 2010 within the framework of the “Arab Spring” that led to new dynamics, new forms of political action and to a call for freedom, citizenship and democracy in the Middle East and North Africa region.

Within this context, the interplay of religion and politics and the role of religiously inspired political actors are more critical than ever. In many countries of the region, disputes around religious and secular worldviews in politics are pervasive. The emergence of new political actors has a significant impact towards opportunities for peaceful transitions and pluralist societies or approaches leading to increased tensions.

The Action-Research papers

The Cordoba Foundation of Geneva within its NAWAT program invites applications for two Action-Research papers from scholars involved in policy research connected to conflict transformation issues in the MENA region.

The Action-Research papers aim at producing a collectively shared understanding of conflicts at the intersection of religion and politics and at identifying entry points for potential peace promotion initiatives.

The Action-Research Papers will focus on:

1) "Dialogue processes in the MENA region"

A comparative research on dialogue processes that took place in the MENA region in the last couple of years (the parties involved, the issues at stake, the process design, the third parties involved and the outputs), focusing on the following countries and their respective experiences: Yemen (Conference of National Dialogue), Egypt (dialogue initiatives under the Morsi government and with the military following July 3rd, 2013), Libya (attempts at dialogue initiated by various actors), Tunisia (the dialogue conducted by the quartet). The paper will give an assessment of the outcome of each process and its impact on the democratization of the country as well as the lessons learned.

2) "The impact of the war on terror on the MENA region"

A research examining the impact of the "war on terror" discourse, resumed since last year after an interruption following the January 2011 uprising in the MENA region, on the political participation of religious actors and on democracy building in the MENA region. This research will analyse the impact of such discourses on the political equilibrium, how it is used politically by certain actors and if and how it feeds into existing or new conflict lines, and the options offered to religiously-inspired actors to react to the resurgence of the "war on terror" discourse and policies : how they perceive it and how they counter it (discourse and strategy of action). Four countries (Morocco, Tunisia, Libya and Egypt) will be considered in this study.

Successful applicants will be invited to discuss their Action-Research papers at the Cordoba Now Forum [3] that will be held in Spain or Switzerland, 17th-21st November, 2014.

[1] Conflict transformation mechanism = a structure or process within society for ensuring that change occurs, and that differences and conflicts are addressed in a non-violent manner. The concept of citizenship is instrumental for such mechanisms, encapsulating the principles of civic state (Dawla Madaniyah) including political pluralism, inclusiveness and human rights, and implying that citizens are the basic political entity or building bloc of the civic state.

[2] Conflict Transformation = changing the way of dealing with conflicts by empowering parties and enhancing mutual recognition so as to minimize the use of violence. It involves dealing with direct and indirect/structural causes and aspects of conflict.

[3] The CNF acts as a community of researchers / activists / practitioners who have specific expertise on conflict with a religious dimension in MENA and access to stakeholders
